Climate: Warm and mild during the winter months, due to deep-sea currents flowing down from the Grey Mist Isles. During the summer months, the currents shift, bringing cooler waters to the city.
Resources: Fish, kelp, pearls, gems, oceanic musical instruments of unparalleled beauty in both sound and craftsmanship, underwater armor and weapons, salvage.
Flora and Fauna: Due to the seasonal shifts in temperature, the plant and animal species in the area are both hardy and adaptable. Kelp beds sway gracefully over slender spires of jeweled coral. Anemones hide the shy, striped forms of darting clown-fish, while beside them bristling sea urchins walk on hundreds of needle-sharp spines. Several species of extravagantly gaudy sea-slug are completely dormant during the summer, but decorate the ocean floor with every color in the spectrum - and a few magically beyond the visual spectrum - during the warmer winter. Fish vary with the season, moving with the currents. Summer brings salmon, sea-bass, halibut, flounder, rockfish, white shark and ice eels, while winter brings dolphin, tuna, tiger shark, sea lions and wild herds of seahorse. Whale, seal, porpoise, and dragon turtles migrate through the area, and every so often a sea dragon is sighted. Scrag lurk around the edges of the guarded elven lands, attacking and raiding whenever they can.
Known Dangers: Scrag, poisonous fish and plants, dangerous wildlife, strong currents and, on the surface, storms. The aquatic elves of Noir Tsiilegneh are fairly reclusive, denying residence in their city to those not of their own kind, but are not known to be unreasonable aggressive or cruel.
History: Harassed by scrag since the first settling on the city, Noir Tsiilegneh has developed a fairly martial tendency, and it is common for youths to be well-trained in combat and magic skills. As a constant reminder of the danger that lurks outside the city, there are still abandoned mansions in the outlying areas that lie broken, pillars and walls crumbling. At one time, the threat of the sea trolls was great enough that for their very survival the sea-elves had to seek aid, and found it among the elves of the Gray Mist Isles. On good terms with the mist elves even before this, the bond was cemented in this unstinting display of good will. Since the scrag populations have been driven from the region of the sea claimed by the elves of Noir Tsiilegneh relations have flourished between the two elven races, and trade routes have been developed to the multi-racial city of Els’binderiyaa, among the Shah-Jhegge Islands to the south.
